RDMCA Liveaboard Policy

Per the Florida Department of Environmental Protection, RDMCA has been authorized up to 55 liveaboard vessels within the marina basin. No more than 55 liveaboards are authorized to occupy slips at any given time. A liveaboard is defined as a vessel docked at a facility and inhabited by a person or persons for any five (5) consecutive days or a total of ten (10) days within any thirty (30) day period.

The DEP permit for 55 Liveaboard vessels is an asset and common association property of RDMCA, and not an entitlement of any particular slip owner. There will be no individual unit ownership rights in any permit for a liveaboard vessel.

RDMCA recognizes that there are multiple types of liveaboard vessels:

  1. Owners who liveaboard full time.
  2. Owners who want to be “Seasonal” liveaboards for a few/several months of the year.
  3. Owners who rent their slips to full time liveaboards.
  4. Owners who rent their slips to “Seasonal” liveaboards.

Regardless of category, one of the essentials is that all owners of slips must be treated equally, with no preference given to any one category. Every owner will have a fair and equal right and opportunity to secure permission for a liveaboard vessel under the Permit, but at the same time the RDMCA must maintain control over the process to prevent abuse and potential violation of the Permit.

The cost of a liveaboard application is $100.00 per year per slip. Payment will be submitted by the slip owner by check made payable to RDMCA. The time period of the permit lasts for the calendar year in which the application was submitted.  Applications for slip owners available in the office.

Permission to liveaboard a vessel under this Permit can be revoked under the following circumstances:

  1. The permit holder is no longer using the vessel as a liveaboard.
  2. The permit holder has not provided proof of insurance and current vessel registration.
  3. The permit holder or any occupant of the vessel causes or permits an overboard discharge of sewage, fuel, oil, or any other prohibited substance.
  4. The permit holder violates Rule #17 requiring vessel to be maintained throughout free of hazards that may cause danger, damage, or expense to RDMCA or to others. Vessel shall be maintained in operable conditions at all times.
  5. The permit holder violates any condition of the permit.

Docks are to be kept free and clear at all times:

  • Lockers, chests, cabinets, or similar structures shall not be constructed on piers or finger docks except for approved dock boxes.
  • Only white, fiberglass dock boxes not exceeding 73 x 19 ¾ x 17 ½ will be approved.
  • Outside storage of loose material, supplies, debris, or gear is not permitted.
  • Hoses, lines and shore power cords should not cross piers or docks.
  • Charcoal fires will not be permitted.
